Grand Jury Indicts Two Milwaukee Men for Sex Trafficking of Minors

Acting United States Attorney Michelle L. Jacobs announced that a federal grand jury on Tuesday, February 24, 2009, indicted Todd Carter, 39, and his son, Nicholas Harrison, 19, both from Milwaukee on multiple counts of sex trafficking of children, transporting children across state lines for the purpose of engaging in prostitution, and conspiracy to do so, in violation of 18 U.S.C. §§ 1591, 2423(a), and 371. If convicted of the charged offenses, both men face a minimum mandatory sentence of 10 years imprisonment and a maximum sentence of life in prison. Each also face fines of $250,000 on each count.

This case was the result of an investigation by the Federal Bureau of Investigation and the Milwaukee Police Department. The case has been assigned to Assistant United States Attorneys Melvin K. Washington and Joseph R. Wall.

“It is intolerable that young girls and women are being victimized and exploited,” said Acting United States Attorney Michelle L. Jacobs. “The prosecution of human trafficking offenses is a top priority of the Justice Department, and this office is committed to aggressively pursuing these cases.”

The public is cautioned that an indictment is merely the formal method of charging an individual and does not constitute evidence of guilt. An individual is presumed innocent until such time, if ever, that the government establishes his or her guilt beyond a reasonable doubt.
